Time Travels effect on Steam Punk fashion

Seattle Washington has become one of the Steampunk capitals, if not the Steampunk capital of the World. It has become apparent by many members of the scientific community that using your time-travel device to attend these social events has an effect on your wardrobe, and thereby having an effect on Steampunk fashion in general.
Many a person has wondered why people who are otherwise perfectly dressed are missing their pants or skirts. This is the side effect of using time-travel. For some odd reason the outerwear below the waist of a time traveler evaporates. The ladies are left wearing their garters, stockings, and bustles. Gentlemen are left in their undergarments, and garter stockings.
We have visual evidence of this, as can be seen in these photos.
The Academy of Un-natural sciences planned to conduct experiments to determine the cause of this phenomena, but after reviewing the photographic evidence, the gentlemen on the board of directors decided not to fund the project. They cited that they needed to conduct more thorough investigations and interviews with the ladies who were being affected. The board was last seen at SteamCon and the Steampunk Exhibition Ball with cameras in hand conducting their own investigation.
UPDATE: 11-11-11
Had a MAJOR break through in the science of Time Travel. Where in the Northern Hemisphere a time traveller losses their pants or skirt, in the Southern Hemisphere the shirt or blouse is lost. The Academy of Un-Natural Sciences is scheduling a trip to Paris France, and Sydney Australia to study the bare facts of this phenomenon.
